Title: Education and Disability Program Manager, Full Time
Location: FDL Head Start
Supervisor: Head Start Director
Closing Date: September 28, 2023
Rate of Pay: $29.74 per hour


Position Responsibilities:

  • The Education and Early Childhood Development Program Manager supervises and provides training to all teaching personnel, develops curriculum and provides educational resources for staff and parents. The Education and Early Childhood Development Program Manger is responsible for all aspects of classroom and Education/Early Childhood Program performance standards.
  • Administration and Management:
    • Carries out goals, policies and activities designed to implement educational objectives and performance standards.
    • Updates the annual Program Action Plan in with the policy council, parents, and other center staff.
    • Assists in the preparation of budget and recommends allocation of funds for supplies and equipment.
    • Participates in the conduct and analysis of the community assessment.
    • Assists in the development of the educational program design based on community assessments.
    • Makes recommendations regarding personnel actions for teaching staff in accordance with agency policies and procedures.
    • Participates as an active member of the Management Team.
    • Prepares annual assessment of equipment and material needs.
  • Coordination:
    • Plans the educational program with an interdisciplinary team of staff, parents, and other program managers and supervises the implementation of the planned activities in accordance with performance standards.
    • Plans and assists teaching staff in implementing parent involvement in the education program, both in the classroom and in the home.
    • Assists in the coordination of all Head Start areas.
    • Meets regularly with other program managers to share information and coordinate efforts to implement performance standards.
    • Coordinates “Transition Committee”.
    • Facilitates, meetings, activities, special events, and regular contact with Public/tribal School.
  • Evaluation and Monitoring:
    • Develops and implements a plan and system of monitoring and evaluation of activities and staff.
    • Develops policies and maintains policies and procedures in the area of education and disabilities.
    • Reviews and evaluates existing program with teams of parents, council members and staff to enhance compliance with the performance standards and regulations.
    • Supervises and evaluates teachers and teacher assistants to ensure that component goals and objectives are monitored and achieved.
    • Determines areas of weakness and takes corrective action or makes recommendations for corrective action.
    • Studies and prepares recommendations on instructional materials, teaching, and related equipment.
    • Assists with preparation of the “PIR” (Program Information Report) as needed.
    • At least once each year, participate in a self-assessment with policy council, staff and community members to determine the effectiveness and progress in meeting program goals and objectives in implementing Head Start Performance Standards.
  • Employee Development and Consultation:
    • Supervises, coordinates, and assists teaching staff in implementation of educational programs.
    • Conducts periodic personnel evaluations as required by agency personnel policies.
    • Participates in the conduct of training for compliance with parent and staff training assessments and performance standards.
    • Assists in the design, development and delivery of in-service training programs and orientation for staff and parents.
    • Assists and monitors teacher activities in planning home visits, family conferences and parent committee meetings.
    • Coordinates the multi-disciplinary team, which meets regularly to discuss behavioral or learning problems and recommends methods of modifying inappropriate behavior and encouraging learning.
    • Conducts classroom visits for the purpose of observing classroom activities and provides on-site consultation to teaching staff.
  • Provision/Assurance of Services:
    • Assists staff in the collection of child observations, documentation, work sampling and data collection on child outcomes to determine child goals.
    • Ensures staff and program resources reflect the multi-cultural diversity of the children in the program and society in general.
    • Assist with the Community Assessment every three years and up date yearly.
  • Displays a responsive and professional manner in solving all requests, complaints, and problems.
  • Maintains a clean and organized work area.
  • Represents the Fond du Lac Band of Lake Superior Chippewa and the department in a positive and professional manner in the community.
  • Recognizes that employees have certain personal responsibilities which affect the operational efficiency of the Fond du Lac Band of Lake Superior Chippewa.
  • Required to maintain proper attendance and reports to work on time in accordance with Reservation Business Committee policy.
  • Recognizes that each employee is a representative of the Fond du Lac Band of Lake Superior Chippewa and is responsible for demonstrating courtesy, respect, and sensitivity to the needs of every person including visitors and co-workers.
  • Due to changes and modifications in the job from time to time, employees are required to be flexible and assume other responsibilities assigned by management as management sees the necessity. Some assignments may not be listed on this description.

Physical Requirements:

  • Normal physical requirements.

Position Qualifications:

  • BA or BS degree in Early Childhood, Child Development or comparable content area is required.
  • Successful teaching or experience in planning, implementing, evaluating, and supervision of a program for young children are required.
  • Understanding of Early Childhood Family Education philosophy, goals, and objectives is desirable.
  • Knowledge of research and trends in Early Childhood development, behavior and parent education is required.
  • Valid driver’s license is required.
  • Ability to communicate effectively orally and in writings is required.
  • Ability to work independently and establish work priorities is required.
  • Attention to detail and accuracy is required.
  • Ability to establish professional and harmonious working relationships on all projects and with all parties involved.
  • Ability to provide prompt resolution of problems and conflicts as they may occur is required.
  • Subject to pre-employment annual background checks, and annual reference checks.
  • Subject to immunization review and submitted proof of required vaccinations.
  • Subject to testing and in accordance with the Fond du Lac Employee Drug and Alcohol Policy.
  • Some travel may be required.
